More on Reparations

The question raised in the last post, regarding Western Europe and reparations, engendered great discussion on Facebook, and also threw up some interesting links. Here are some excerpts from that discussion, and then also some excerpts from the links:

  • Jamaal Charlton I think that we – as a people – need to first look beyond what’s currently being sought/debated. What I mean by that is; we need to first fight to repair own people, until we all get to a point where we wouldn’t need to accept any form of slavery reparations.

  • Rae Whitehouse ... 'reparations' (i hate that word--it reeks of a panacea that does not exist) need to happen and eventually will happen. what interests me more is where exactly the money will be coming from, where exactly the money will be going to, and what exactly will be done with it. highly problematic, indeed. obviously, just because something is logistically challenging does not mean it's not necessary, but i see The Clusterfuck to End All Clusterfucks in our future. i'm all 'ok go' with the ideals, but the gritty practicalities are distressing me. help.
  • Dillon F. Knowles ... financial reparations will probably have the same effect that the estate of a deceased typically has on a family - civil "war". If you think we are currently unproductive as people with an entitlement mentality, tell us there is a pot of gold to be shared out. Do you think that if we could manage to agree on how to share it, that we would put it to productive use or just enhance our quest for instant gratification. As wrong as slavery is, it cannot be undone, and we decendants of slaves must continue to overcome the hand delt us by hard work and ingenuity.
  • Ava Turnquest ... everyone points to other injustices that are threatened if this wrong is put right - or attempted. when something is broken, nowadays it seems like all efforts are focused on ensuring it stays broken, lest other broken items feel entitled to repair.

Will Western Europe Pay Out to Slave Descendants? | VICE

The answer is yes. Perhaps not in my lifetime. But if we are all human beings (and we are) the arguments against reparations will fade in the light of the brokenness of the world the slavery built. It's a brokenness that 50 years cannot begin to fix (answer to the "independence" argument) without some global restructuring of wealth. And it's not something that can be relegated to the past. The acts may be past but the violence of those acts lives on. If reparations are never paid, Western Europe will be enshrining the fiction it created to justify the enslavement and indentureship of people whose skins were not white & particularly of Africans, and demonstrating that, unlike the Jews, the Maori, and, critically, the white slaveowners, the Africans who were enslaved and their children who were enslaved by their accident of birth are not as human as everyone else. To resist this symbolic action is to perpetuate an institution of hate.

When I spoke to Esther Stanford of PARCOE UK, she argued that “reparations is as much about the battle of ideas and ideologies” as it is about money—and she faults the governments involved for not working with civil society groups to raise “reparations consciousness.” Stanford “It’s not an African name; it’s an enslaved person’s name that I carry to this day” is a lawyer and reparations activist who is currently completing a PhD in the history of the reparations movement. Bahamians have no rights to bear arms. This is not the United States of America. The most we have is the right to apply for a license for a shotgun to go hunting creatures with. The absurdity of this statement is that it assumes that what is being talked about is even vaguely legal; it is not.Excuse me. I plead the Fifth.

The protests around the world: The march of protest | The Economist

A FAMILIAR face appeared in many of the protests taking place in scores of cities on three continents this week: a Guy Fawkes mask with a roguish smile and a pencil-thin moustache. The mask belongs to “V”, a character in a graphic novel from the 1980s who became the symbol for a group of computer hackers called Anonymous. His contempt for government resonates with people all over the world.The protests have many different origins. In Brazil people rose up against bus fares, in Turkey against a building project. Indonesians have rejected higher fuel prices, Bulgarians the government’s cronyism. In the euro zone they march against austerity, and the Arab spring has become a perma-protest against pretty much everything. Each angry demonstration is angry in its own way.Yet just as in 1848, 1968 and 1989, when people also found a collective voice, the demonstrators have much in common. Makes me wonder. If the protests are so widespread, why are they not happening (yet) in the Caribbean?

Democracy, Belief, and Belief in Democracy

On Postcolonial Wretchedness

A week ago, as those of you who follow my Twittter feed may remember, the College of The Bahamas hosted a one-day symposium in honour of Frantz Fanon, the Martinican psychiatrist whose field of study was the psyche of the colonized. Now Fanon's books were on my parents' bookshelves long before I realized their significance; I particularly remember a tattered (and ttherefore well-read) copy of Black Skin, White Masks hanging around. But I didn't read Fanon until my university days. But when I got hold of The Wretched of the Earth I didn't put it down. Its words, then 25 years after they were written, rang so true I couldn't. How much more true they seem now for me, sitting in my so-called independent postcolonial country, feeling called upon to justify the value, nearly forty years after we got the political trappings of statehood, of a single university.The justification, if, absurdly, one must make it, is something for another day. Today I am thinking about the value of democracy, of statehood, of the wretchedness of postcolonialism. I'm thinking, too, as much as Fanon's words and ideas have stayed with me, having seeped into my subconscious and shaped my worldview from my twenties until now, that it's a good time to go back and reread them. To do so will solve all mysteries. They will go some way to explain why our society has become so violent so quickly; they will help us to understand the fundamental absurdities of our public institutions -- why, for instance, the taxpayers almost never get back from their government what they put in, why the humanity and the spirit of the Bahamian citizen is never nurtured by public institutions, why to find the funding (which has been given, often by private Bahamian donors, for this very purpose) to conduct research through the College of The Bahamas into areas which could help us at least understand what is happening in our society is so extraordinarily difficult. Why it took so long, for instance, for the funding to be released for the Fanon Symposium itself, even after it had been approved and some of those funds had been independently solicited. Why institutions that have been established ostensibly to serve the Bahamian public are allowed to operate in disrepair, even though the Bahamian public pays to use them -- the joke of the so-called National Centre for the Performing Arts comes to mind, whose roof has been leaking since Frances and Jeanne but for which no line item to effect repairs explicitly on it. Why we waste 2 million dollars a year putting on Junkanoo parades but invest nothing whatsoever in the preservation of costumes, the official transfer of skills from elders to youth, the teaching of Junkanoo history, or anything else that can take root and grow. Why we think that a white skin and a northern accent are qualifications in themselves, but dredge up spurious personal experiences to block the advancement of a Bahamian whose qualifications, experience and understanding of our nation are superior. These are pathologies, and Fanon, the Martinican psychiatrist, has named them and prescribed their treatment. We would do well to (re)read his works, fifty years on.

Taking another look: unexpected gifts

Some things I get all excited about little things. I'm checking my blogs irregularly these days, for reasons one day I'll write about, and came across a comment in the spam filter that I thought I ought to keep. I followed the link that went with it, and I came to the blog dailyplanet.org.uk, and a very cool post which gives a very different, and very deeply considered, tourist view of The Bahamas.It's worth reading the whole thing, but here's some of what Matt Wootton has to say:

There are plenty of examples of the Bahamas not being an empowered nation in control of itself. The brain drain is one sad example. There is one tertiary education institution in the whole of the Bahamas, the College of the Bahamas. Only this year are they starting to offer a Masters program. Many politicians do not even believe that the college is needed at all. They are happy to see the most promising and cultured, intelligent young people go away to the USA, Canada or Europe for their education. Many will not return to their home, where intellectual enquiry is not encouraged or rewarded. Yet then politicians and the media complain of the “Brain Drain”, and criticise individuals for “abandoning” their country. Clearly, their country abandoned them first by failing to have a thorough educational infrastructure. There is still a clear pattern of ex-pats being given work that no Bahamian can be found to do, because no Bahamian has been given the training and opportunity to do it. I met a European who is a new senior civil servant; he has been imported directly into a top job because there is insufficient home-grown talent (a law preferences Bahamian applicants over foreign ones where possible). He told me how he is overseeing major works, carried out by a foreign contractor. Nearby, the Chinese are building a new sports stadium. Developing democracy in The Bahamas

A year and a half ago, I had the privilege of attending a weeklong faculty seminar in Maryland. The topic: globalization and democracy. The Wye Faculty Seminar was established to bring faculty from all over the USA together to think deeply about democracy, particularly, though not exclusively, the democracy practised by the United States of America.It was the first time I'd studied for any real length of time in the US. OK, so it was only a week, but it was long enough for me to realize several things. One, that watching US TV and living on the edges of the country is not the same as being there. You learn a lot when you're the fringes -- more on that later, maybe -- but it's not the same as being immersed -- being surrounded by, eating with, talking to, US citizens. And in this case, reading excerpts from the founding documents of the USA and discussing those ideas with the others who had been chosen to attend the retreat.The result: a series of sparks of ideas in my head. In The Bahamas, on what is our concept of democracy founded? Do we have a concept of democracy? Our constitution, such as it is, is an adaptation from a boilerplate supplied to us by an anti-imperial Britain at the tail end of the colonial era. Is democracy important to us at all?Today, I had at the almost equal privilege of finding an answer. Two thirds of the way through a class, I realized I was part of a classroom debate whose focus was hope and agency in the globalizing Bahamas. That wasn't what we thought we were talking about at first. The discussion had grown out of our long-term study on the economics of Junkanoo, in which the members of this particular class participated; but before we knew it, we were discussing Bahamians' constitutional rights and the conviction that too many young men on the streets of Nassau have that they have no rights at all -- that the only people they have to depend upon are themselves. And one of my students was outlining the only concept that makes sense today: that we need to imagine a different way of living, that we need to create a philosophy of citizenship, that we need to build what he calls an illusion of our own.The "illusion" that drives American democracy, that sets the standard, for better or worse, whether we like it or not, of democracy in the world, are the principles on which the American nation is founded. What we need today, perhaps forty years too late but not a moment too soon, are our own democratic principles. We need a movement that gives us our own "illusion" -- Bahamian ideals by which our actions, collective and individual, may be measured.Ever since last year's sojourn in Maryland, I've been thinking about the ideals in which we believe. We need them more than ever today. We need them to give us the impetus, for instance, when politics lead to absurdity, to call our politicians out. We need them to judge our own actions, and those of our society at large, and adjust our behaviour accordingly. I suspect they're similar to, but not entirely the same as, American ideals; they're strengthened by our history of freedom and republicanism and tempered by our close encounter with racial apartheid. They need to be written down in a place where we can all find them when we need them.It's time to build our own declaration of democracy. I'm ready to start working.

ASA 10: The Interview

All right, I know that many of you have no idea what the title means. And it doesn't matter terribly. I'll decode: ASA stands for Association of Social Anthropologists of the UK and the Commonwealth. I'm currently attending a conference in Belfast and am struck by the centrality of one recurrent theme: the theme of peace, of terror, of reconciliation.

Of course it's no accident that these themes recur in Northern Ireland, where the peace settlement is gaining history of its own. What is striking me, though, is that Europeans (and others) are deeply engaged in the process of peace and reconciliation, so much so that they have provided fertile ground for study at the anthropological level. Again, I realize that that doesn't mean a whole lot for many of us, but I'll do my best to explain.

Maybe, first, I'll try and explain why this concerns me. part of it is the sense -- which I'm finding remarkable -- that groups of people who perpetrate mass injustices, violence, terror, oppression on other groups of people are now for some reason taking responsibility for those actions, are now working out a course of reconciliation, attempting healing so that their states, their societies, can move on. For example: the Australian government officially apologized to the Aboriginal people for their oppression during the early colonial period; the South African government carried out Truth and Reconciliation Tribunals in the post-apartheid period; the British government recently apologized to Africa and the Caribbean for their involvement in the transAtlantic slave trade.

What was very interesting for me, though, was a paper on the effects of injustice and abuse of power given by Vincent Crapanzano on the plight of the Harkis of Algeria in the post-independence era. What interested me was that his study actually uncovered the process of hurt as well as the potentiality for healing, and in this way it helped to illuminate concretely for me what is questioned by so many on this side of the world -- why, since slavery was abolished so long ago, and since colonialism has been eradicated, we still talk about the legacy of both. Answers to that question were provided in these papers, which showed fairly coherently what happens to a group of people in the aftermath of brutality and oppression, and how healing does not occur as soon as the offense has come to an end. It showed how healing must be a conscious, engaged, moral and difficult endeavour. And it showed it in anthropological terms -- that is, by pondering the possibility of cultural universals, untying the question from the too-easy myth of "race", and talking about human processes.

And this is important to our part of the world exactly why? Well, while I'd hope that it was pretty obvious to people reading, I'll spell it out. Two reasons.

First: as a people, as a "nation", we have not dealt with our own hurt and victimhood, our own history of brutality and oppression. We have not talked about what it meant to be enslaved or marginalized in our own country, about what it meant to be separated into "natives" and "residents" and although the generation of people who were faced with the concrete reality that their skin colour or cultural heritage limited what they could achieve, what they could do, is aging, the psychological residue of that lingers on in every doubt that we raise, collectively or as individuals, about what Bahamians deserve, or can do.

And second, as a people, as a "nation", we are actively engaged in oppressing another group of people, in some ways as radically and as blatantly as we ourselves were oppressed in the past. And ignoring that fact will not make it go away. We must learn that oppression is not only a product of "race"; being here in Northern Ireland, I recognize forcefully that whiteness is not a barrier to oppression, and I am reminded -- as though I'd ever forgotten -- that denying that people of the same race can oppress one another (black Bahamians vs black Haitians for instance) does not mean that oppression does not occur. What it means is that we lie about it, that's all. And if we are not careful, if we do not learn from others, we are running the risk of perpetrating, over time, the kind of victimhood that divides nations.

I will write more about this, but first I want to get hold of the papers that were presented at this conference and read them to internalize their observations. I just know this. We need to gain a sense of consciousness as a nation about oppression and victimhood. We need it to walk into the future with clear eyes.


The Gaulin Wife: Making Connections

This is not the crux of Helen's post, but I chose it to inspire people to want to read the whole thing. It's crucial reading.

I have to remind myself to continue making connections, and to look for the triumphant in the stories of disaster, to look for the survivance in them, for the ways people continue to refuse to be victims. I have to remind myself, because on the screen the stories being told are told with such potent images, of the dead and the dying, of the grieving, of those who have lost, and they are almost always brown skin people. And the people with microphones in front of their faces, telling the stories, and the people behind the camera lenses, making the pictures, are almost always beige, pale skin people. Beige, pale skin people who appear magically in these places of such pain, while they themselves appear untouched, able to leave when they want to, to smile even, in the midst of it all.I have to remind myself because I am also beige, pale. And though my socialization is a complex thing – I was raised in a Caribbean country; my way of being in the world, my physical sense of relationship to others is both Africanized and Anglicized and both are rooted in my ancestral Greekness, Greeks from islands, Greeks who were peasants from villages and not aristocrats from the cities – I am still a beige person in a racially polarized society and my imagination is at stake. It has adopted military priorities and strategies. It has sidelined Haiti's own leaders and government, and ignored the needs of the majority of its people. And it has proceeded in ways that reinforce the already harrowing gap between rich and poor. All three tendencies aren't just connected, they are mutually reinforcing. How we Bahamians are helping

All right, enough responding to the inappropriate reactions of Bahamians to the Haitian earthquake. You know what the old people say: don't mind the noise in the market, just mind the price of the fish. So what the fish costing these days?

I thought I'd start a list of things that ordinary Bahamians are doing. As often happens, people involved in doing good are too busy working to make noise, and so it's easy to get distracted by the more vocal among us and imagine that we Bahamians are not giving or assisting. So I thought I'd make a list of what we are doing. I am absolutely certain that I will miss many people out, so I invite anyone who wants to add to this list. Let's make it as long as we can. (I've got a list over on FB too but let's push it here to the blog, where it can last for a long long time).

How not to lead a nation

Before I post this, let me say two things. First, I have been informed by a reliable source (one of the editors) that the Tribune was not responsible for writing the article whose headline I slammed; it was an AP story that they re-ran as the lead.And second, I am trusting that by reposting this I will find someone who will tell me that this is not what my Prime Minister actually said (the emphases are mine).

Ingraham added: "It is not appropriate for us to be collecting goods to send to Haiti because there is no means by which we can get [them] there. The port is in terrible shape. The airport is difficult to navigate. The ground transportation is terrible. The extent to which we in the region can provide assistance in terms of medical support, doctors, nurses, public health, pay for medicine, food, water, whatever it is, we are clearly prepared to do so."via The Nassau Guardian Online

Here's my problem. If this is what he said, the message that our Prime Minister is sending is that it is all right to allow practical impediments get in the way of help. It is OK to let the fact that it's difficult (not impossible, as Miami has demonstrated by getting Channel 10 news crews in and survivors out, or as Jamaica has demonstrated by flying its PM and the leader of the Opposition in) to get planes and boats into Haiti stop us from giving whatever we can. It's OK for us, the wealthiest and most fortunate independent nation in our region, to keep our wealth and fortune to ourselves in this time of great need because it's hard to do something different.I cannot think of a worse message to be sending to a group of people already hidebound by greed and fear. I hold my leaders responsible for setting standards of behaviour. If this is what he said, our Prime Minister just gave his people license to exercise selfishness, to continue to breed prejudice, to continue to choose greed over generosity, to continue to seek the easiest paths to comfort.I hold our leaders responsible for the way in which some of us behave. The stands they take influence the attitudes we display; monkey see, monkey do after all. I am calling on all responsible Bahamians in positions of influence and power to behave as they know we should all behave, to encourage us to make every effort to find ways to get to Haiti, to encourage us to give and give and give until it hurts, to ask us to share our wealth a little more, to ask us to give up a little of our comfort and safety to build true community and nurture compassion with our neighbours. I am calling on all talk show hosts to refuse to allow more hate and fear to infect the air waves, on all politicians to think about what is right instead of what is expedient and to model it, to all teachers to model the highest standards for behaviour, to all administrators to exercise fairness and compassion. I am not giving any of these people a free ride any more; real change comes when individuals take risks. From here on in, let us call them out.

Generation Y

Generation YIt's been a long time since I was able to follow the blogs I read, partly because I've been doing so much other stuff but largely because I still can't add bookmarks to Safari and I haven't taken to other feed-readers. So I haven't been discovering new blogs or dropping old ones -- I can't do much of that.But today I discovered a new blog that I would like to follow, if I can work out how: Generation Y. Here's what the blogger says about it:

Generation Y is a Blog inspired by people like me, with names that start with or contain a "Y". Born in Cuba in the '70s and '80s, marked by schools in the countryside, Russian cartoons, illegal emigration and frustration. So I invite, especially, Yanisleidi, Yoandri, Yusimí, Yuniesky and others who carry their "Y's" to read me and to write to me.

Well, Yoani, here's to you. I've found your blog affecting, and more than anything (on this Remembrance Day, 45 minutes away from 11 a.m.) thought-provoking. This is from an off-island supporter of La Revolucion, and a long-time admirer of Castro and his Cuba. You won me because of your writing, which is calm and reasoned and clear as glass, not because of your political rhetoric; your writing doesn't have any of that.
